Gender and Development (GAD) Corner

The Magna Carta of Women (Republic Act No. 9710) defines Gender and Development Program (GAD) as the development perspective and process that is participatory and empowering, equitable, sustainable, free from violence, respectful of human rights, supportive of self-determination and actualization of human potentials. It seeks to achieve gender equality as a fundamental value that should be reflected in development choices and contends that women are active agents of development, not just passive recipients of development.

GAD Strategic Framework

MANDATE

As the governing body of the Career Executive Service (CES), the CESB shall integrate and advocate for gender-sensitive and gender-responsive rules, standards and procedures on the selection, classification, compensation and career development of members of the CES.

VISION

To create a workplace and a society that promotes gender equality, empowers women, and fosters diversity and inclusion by 2028. We will gender mainstreaming towards strengthened partnerships within the bureaucracy to achieve true gender equality that is recognized not just as a fundamental human right, but also as a key driver of sustainable development and economic growth.

MISSION

To promote gender equality and women's empowerment in the CESB, by integrating gender considerations into all aspects of the workplace, and by advocating for gender-responsive policies and practices.

GOALS

  1. Develop and implement gender-responsive policies and programs in the CESB, to ensure equal opportunity and treatment for all employees, regardless of gender identity.
  2. Enhance the capacity of CESB employees to mainstream gender considerations in policies, programs and projects through gender-sensitive training and capacity-building programs.
  3. Create a gender-responsive third-level Civil Service: The Career Executive Service Board shall champion policies that promote inclusivity and gender equality.

Gender and Development (GAD) Relevant Laws & Issuances

RA 9262 – an act defining violence against women and their children, providing for protective measures for victims, prescribing penalties therefore, and for other purposes

RA 11313 – an act defining gender-based sexual harassment in streets, public spaces, online, workspaces, and educational or training institutions, providing protective measures and prescribing penalties therefor

RA 7877 – an act declaring sexual harassment unlawful in the unemployment, education or training environment

RA 8353 – an act expanding the definition of the crime of rape, reclassifying the same as a crime against persons

RA 116481 – an act promoting for stronger protection against rape and sexual exploitation and abuse, increasing the age for determining the commission of statutory rape
