141 Pass Q1 2023 CES Written Exam, LGU Exec Ranks Highest
More than three-quarters (76.6%) of the 184 examinees passed the nationwide Career Executive Service Written Examination (CESWE), the first examination stage for CES Eligibility, held simultaneously at the University of the Philippines (Quezon City), University of Cebu (Cebu City), and Department of Education-National Educators Academy of the Philippines (Davao City) last 12 March 2023.
The successful examinees who garnered the 10 highest places in the aforesaid CESWE are the following:

Ma. Lourdes Carmella Jade D. Pangilinan aced the 12 March 2023 nationwide CESWE with a rating of 93.06%. She presently occupies the position of City Government Department Head (City Tourism and Investment Promotion Officer) at the City Tourism and Investment Promotion Office, Local Government Unit-City of San Fernando, Pampanga. She graduated with a degree in Bachelor of Arts in Social Sciences (major in Anthropology and Political Science), Magna Cum Laude, at the University of the Philippines-Baguio City in 2003. Her fields of specialization/expertise include Arts/Humanities, Culture, and Tourism.
Mark Jon S. Palomar ranked second with a rating of 92.95%. He is a lawyer by profession and presently works at the Philippine Ports Authority-Head Office as Department Manager of the Commercial Services Department. He graduated with a degree in Bachelor of Science in Community Development at the University of the Philippines-Diliman in 2000. In 2005, he completed his Juris Doctor in the same University (College of Law) and passed the Bar Examination in September of the same year. His fields of specialization/expertise are Law and Policy Administration/Management.
Joseph Adrian B. Llames came in third with a rating of 91.64%. He is also a lawyer by profession and presently holds the position of Attorney IV at the Philippine Information Agency. He graduated with a degree in Bachelor of Public Administration in 2012 at the University of the Philippines. He likewise holds a Juris Doctor degree from the University of the East and subsequently passed the Bar Examination on 18 June 2019.
The top nine (9) passers belong to different government agencies while the 10th rank, Mr. Shielilo R. Amihan, works in the private sector.
The full list of the 12 March 2023 nationwide CESWE passers was released on 04 April 2023 or less than a month after the exam and may be viewed at the CESB website, cesboard.gov.ph/ly/ceswe.
All successful CESWE examinees may call the Eligibility and Rank Appointment Division at telephone number/s 89514981 to 85 local 100 or 832 for the schedule and other details of the Assessment Center, the second stage of the four-stage CES eligibility examination process.
