WHEREAS, the Civil Service Commission (CSC), a constitutional body and the central personnel agency of the government, is mandated to promote morale, efficiency, integrity, responsiveness, and courtesy in the civil service and ensure that appointments in the civil service shall be made based on merit and fitness;
WHEREAS, the Career Executive Service Board (CESB) was created to serve as the governing body of the Career Executive Service (CES) and is mandated by law to promulgate rules, standards, and procedures on the selection, classification, compensation, and career development of members of the CES;
WHEREAS, in the case of Eugenio vs. Civil Service Commission (G.R. No. 115863) dated March 31, 1995, the Supreme Court ruled that the CESB is administratively attached to the Civil Service Commission (CSC) and that the purpose of attaching these functionally inter-related government agencies is to attain "policy and program coordination;"
WHEREAS, the Career Executive Service Board (CESB), through CESB Resolution No. 459 s. 2002 dated September 10, 2002 (The Revised Rules on CES Eligibility), prescribed a four-stage CES Eligibility examination process: 1.) Management Aptitude Test-Battery (MATB); 2.) Assessment Center; 3.) Board Interview; and 4.) Validation of Performance On-The-job for applicants of CES Eligibility;
WHEREAS, the Civil Service Commission (CSC) through CSC Resolution No. 96-3539 dated May 28, 1996 adopted a two-phase (written test and interview) Career Service Executive Examination (CSEE) to establish a register of eligibles for appointment to third level positions;
WHEREAS, the adoption of different third level eligibility systems has brought about confusion and difficulty among government officials as to which system is appropriate, in some instances giving such officials no other option than to apply for both eligibilities;
WHEREAS, to achieve efficiency, effectiveness, and uniformity in the conduct and administration of a third level examination and to prevent duplication of costs and efforts, there is a need for a unified third level eligibility system that will ensure that only the best and the brightest shall become part of the third and the highest level in the civil service;
WHEREAS, the Board, through CESB Resolution No. 416 s. of 2002, came up with its own version of the provisions on the Career Executive Service to be incorporated in the proposed Civil Service Code prepared by the Civil Service Commission;
WHEREAS, the Board, in a series of board meetings, discussed the possibility of unifying both the Career Executive Service(CES) and Career Service Executive (CSE) Examination processes, leading to the establishment of a single third level eligibility examination system;
NOW THEREFORE, foregoing premises considered, the Board RESOLVES as it is hereby RESOLVED to propose to the Civil Service Commission (CSC) the following guidelines to unify the third level eligibility systems of the Civil Service Commission (CSC) and the Career Executive Service Board (CESB), outlined herein as follows:
I. Concept of Career Executive Eligibility. The Career Executive Eligibility (CEE), to be conferred by the Civil Service Commission (CSC) upon the recommendation of the Career Executive Service Board (CESB), shall serve as a prerequisite for appointment to third level executive positions. The conferment and administration of Career Executive Eligibility (CEE) shall be guided by the following rules:
A. The Career Executive Eligibility (CEE) shall be conferred by the Civil Service Commission (CSC), upon the recommendation of the Career Executive Service Board (CESB), following the completion of the proposed four-stage examination process;
B. The Civil Service Commission (CSC) and the Career Executive Service Board (CESB) shall jointly determine the appropriate eligibility required for third level executive positions;
C. A person, who obtains a Career Executive Eligibility (CEE), shall be regarded as having a permanent status of appointment and possessing security of tenure, provided that he/she has complied with the basic requirements of the position, as prescribed by the Civil Service Commission (CSC);
II. Proposed Career Executive Eligibility (CEE) Examination Process. The Civil Service Commission (CSC) and the Career Executive Service Board (CESB) shall jointly administer the proposed Career Executive Eligibility (CEE) examination process.
The Career Executive Eligibility (CEE) shall be conferred upon an applicant following his/her completion of the four-stage examination process. An applicant for Career Executive Eligibility (CEE) shall be evaluated based on three (3) key components: Capability, Competence, and Character. The four-stage examination process is outlined herein as follows:
A. First Stage (Paper and Pencil Test) - The first stage of the examination process is the Paper and Pencil Test, which is a qualifying test that measures the applicant's general intelligence.
1) Qualifications for the Paper and Pencil Test. There will be specific requirements to be established that must be met by applicants to the Paper and Pencil Test.
2) Development and Conduct of the Test. The following guidelines shall govern the development of test materials and the conduct of the Paper and Pencil Test:
a) The Paper and Pencil Test shall be a combination of inputs from both the Management Aptitude Test Battery (MATB) of the Career Executive Service Board (CESB) and the written examination of the Civil Service Commission (CSC).
b) The Civil Service Commission (CSC) shall be the lead agency in the administration of the Paper and Pencil Test. Qualified technical staff of the Career Executive Service Board (CESB) may also take part in the conduct of the test as examiners and support staff.
B. Second Stage (Assessment cum Training Center) - The second stage of the examination process is the Assessment Center, which is a simulation exercise with a training component where applicants are given case studies to analyze and problems to solve. This stage measures specific managerial and leadership competencies that are deemed necessary for managers to be able to perform a good job. The following guidelines shall apply in the conduct of the Assessment Center:
1) Highly competent assessors, who are known to be effective managers in the bureaucracy, shall conduct the Assessment Center. Assessors tapped for the conduct of the Assessment Center must occupy positions not lower than Director IV.
2) The Career Executive Service Board (CESB) shall administer the second stage and shall take the lead in establishing a pool of highly qualified assessors.
C. Third Stage (Interview) - The third stage of the examination process is the conduct of an Interview. It is a one-on-one interview by the interviewer with the applicant. It shall assess the applicant's confidence, creativity, self-worth and outlook on his/her work and the bureaucracy.
The CSC/CESB Chairperson, Commissioners of the Civil Service Commission (CSC) and members of the Career Executive Service Board (CESB) shall conduct the interviews.
D. Fourth Stage(Performance Validation) -The fourth stage of the examination process shall be the Performance Validation, which shall focus on the applicant's performance record and accomplishments, managerial and leadership capabilities and potentials, character, and integrity.
The Civil Service Commission (CSC) and the Career Executive Service Board shall establish a pool of validators in each region. The number of validators shall depend on the number of candidates per region. The Performance Validation shall be undertaken jointly by the Civil Service Commission (CSC) and the Career Executive Service Board (CESB).
E. Exemption from the Third Stage (Interview) - An applicant may be exempted from the third stage (Interview) depending upon his/her performance in the first and second stages, which is the Paper and Pencil Test and Assessment cum Training Center, of the examination process.
For this purpose, the Civil Service Commission (CSC) and the Career Executive Service Board shall establish a cut-off rating for the first two (2) stages. Applicants, who are able to meet the cut-off rating shall proceed directly to the Performance Validation stage.
Nonetheless, an applicant, despite having met the cut-off rating for the first two (2) stages may be required to go through the third stage (Interview) of the examination process should the result of the fourth stage warrants such conduct upon the recommendation of the validator.
F. Conferment of Career Executive Eligibility (CEE)- Upon the applicant's completion of the four-stage examination process, the Career Executive Service Board (CESB) shall issue a certification that the applicant concerned has successfully completed the process, together with a recommendation for conferment of the Career Executive Eligibility (CEE). Upon receipt of the certification and recommendation from the Career Executive Service Board (CESB), the Civil Service Commission shall confer the Career Executive Eligibility to the successful applicant.
G. Proposed Transition Process for Existing Career Executive Service (CES) and Career Service Executive (CSE) Eligibles. The following transition procedure shall address the case of existing Career Executive Service (CES) and Career Service Executive (CSE) Eligibles:
1. Security of Tenure. All Career Executive Service (CES) and Career Service Executive (CSE) Eligibles in third level positions shall have security of tenure, provided that said Eligibles must have complied with the basic requirements of the position as prescribed by the Civil Service Commission (CSC);
2. Accreditation for Career Executive Eligibility. The Career Executive Service (CES) and Career Service Executive (CSE) Eligibility obtained by Career Executive Service (CES) and Career Service Executive (CSE) Eligibles shall be accredited as Career Executive Eligibility (CEE).
All Career Executive Eligibles (CEE) shall be conferred with Career Executive Officer (CEO) Rank VI, provided that Career Service Executive (CSE) Eligibles, who do not hold third level positions at the time the unification of the third level executive eligibility takes effect, shall be required to complete the second and third stage of the Career Executive Eligibility (CEE) examination process as a prerequisite to conferment of rank.
